Sorry I think I may not have been clear in my problem description. So I have already tried using an installation media for Windows 10 through a usb stick.

I can’t enter the blue repair screen however, because my pc still restarts itself as soon as the Windows 10 logo shows up, even when booting into the usb. Any thoughts on this? I’d like to try all options first before doing a clean install. There’s also a chance that this is a hardware problem. I understood the problem as I see a endless supply of cases in forums where the media is skipped while booting, and am able to get past most of them. So if the media is created correctly test it in another PC then it should always be able to boot if the timing is correct.

And if that fails I have other tricks up my sleeve, like moving the hard drive to another PC to wipe it using Clean Command that wipes the boot code that may be blocking media boot. So what I meant was that I can successfully enter into the boot menu from bios and select the usb disk to boot from. Once I select it, the PC starts booting into the installation media.
